He hired staff to work there for him. He decided to get a real job. He wanted to work in the LSPD. Lucas knew he couldn't just work at LSPD to “save the city,” he wanted more. He wanted to watch this city burn. Lucas quickly climbed the ranks, pretending to be somebody he is not. He worked with the Bloods and was getting paid triple what a normal officer was. He changed reports to make himself look like a hero and secretly controlled every situation. He used power to control and destroy.
