State Interactions

1.1 All state organizations respond to the Governor and must adhere to their policies and directives. | Verbal Warning to the Org
Note: Governor must still go by the democratic process, abuse of powers will lead to penalties.
Note: This rule only applies to the Governor’s executive power, these directives and policies can only apply to operational duties (i.e. increase intensity of patrols, order an investigation by the FIB, etc.), and cannot affect political roles of other leaders.


1.2 The Lieutenant Governor and all state leaders except the Governor are members of the State Senate. The Senate is the legislative body of the state, all bills must be voted on and approved by the Senate before it can be adopted as the state legislation.

1.3 State leaders may appoint their deputy to be a representative of their organization at the Senate if they have a valid reason for their absence. All leaders must respond and fulfil their duties as members of the Senate, or appoint a representative at a reasonable time when a Senate meeting is called. | Verbal Warning / Warning to the Leader

After a bill is approved, it is then sent to the Governor, who may approve or veto the bill. If the Governor approves the bill, it becomes law. If the Governor uses their veto, the bill is sent back to the State Senate, where any issues with the bill must be addressed before it can be voted on again. If the Senate wishes to adopt the new law overruling the Governor’s veto, a unanimous vote in the Senate must be reached.
Note: The Government Curator or Chief Curator may forbid the Governor from using the veto, or forbid the Senate from overruling it given a sufficient reason.


1.5 Leaders are responsible for creating and maintaining a Charter for their organization. The Charter contains internal rules of conduct, structure, and procedures for that organization. | Verbal Warning to the Leader

1.6 If the Senate announces a vote of no confidence, an impeachment procedure may be initiated against the Governor. The case will move to trial in the Supreme Court, where the Senate will choose one of its members to represent the prosecution, and the Attorney General will represent the defence. If the Governor is convicted and impeached, they are removed from the leadership position.
Note: The vote of no confidence and the court verdict must be approved by the Chief Curator.
Note: There must be a strong IC reason, for example: corruption, gross law violations, etc.


1.7 A criminal case may be brought against a leader of a state organization and will be heard by the Supreme Court. The Attorney General represents the prosecution, and the defendant has the right for a lawyer of their choosing to represent them in court. If convicted, they are removed from the leadership position.
Note: The case and the court verdict must be approved by the Chief Curator.
Note: There must be a strong IC reason, for example, corruption, gross law violations, etc.

1.8 If a leader is removed from their position in an IC process, a deputy is picked by the Chief Curator to act in their stead until a new leader is selected. The Chief Curator may grant the chosen deputy a full leadership, or disband the organization without appointing an interim leader.
Note: A leader removed by IC means will not receive any OOC penalties on their account, however, is still subject to IC punishments.

1.9 All state leaders have immunity against impeachment or conviction during the first 7 days of their term. This rule may be waived by decision of the Chief Curator of State given sufficient reasons.

General Rules for State

2.1 All leaders and deputies, senior staff / high command employees, judges, attorneys, and EMS employees must follow the state legislation and cannot be corrupt. | Verbal Warning / Warning to the Org

2.2
Employees of LSPD, GOVT, SANG, and FIB can only be corrupt starting from rank 3. Corrupt employees may take bribes not exceeding $30,000 to release detainees, and can only take bribes when there are no other state employees nearby. Bribes can only be paid in cash. | Warning to the Org
Note: The bribing may only be initiated by the detainee. State employees are not allowed to offer the suspect to let them go for a bribe.
Note: Players may face IC punishments if caught by Organization members accepting bribes.
Note: Other forms of corruption will require a Corrupt Biography, filed in a corresponding forum section and approved by the leader and Chief Curator.

2.3 All state employees must follow the Charter of their organization, and follow orders issued by their leader, deputy leader, or senior staff / high commands of their organization. | Warning
Note: The Charter and any other internal regulations must be approved by a Curator.
Note: Any such orders must not violate the legislation or the server rules.


2.4 State employees must follow their organization’s dress code and behave professionally with other state employees and civilians when they’re on duty. | Warning

2.5
State employees can only enter into a gang HQ for a raid. | Warning

2.5.1 State employees cannot enter onto private property without a warrant or probable cause. | Demorgan 30-60 Mins

2.6 Transfers between state organizations must be approved by leaders of both organizations. After a transfer, the transferred employee receives a 1-rank demotion. If one of the leaders refuses the transfer 2 days in a row, the Governor can approve the transfer, and the employee will receive a 2-rank demotion upon transferring. | Verbal Warning to the Org

2.6.1
It is forbidden to intentionally promote an employee with the goal of receiving a higher position upon transferring. | Warning to the Org & Warn for the player

2.7
It is prohibited to promote an employee by more than 1 rank per day. | Verbal Warning to the Org
Note: It is forbidden to promote employees without a report on the work done or a personnel audit of the employee. Each employee must do a certain amount of work or complete certain tasks to receive a promotion. A report or personnel audit may be done in the employee’s personal logs in the organization’s Discord server.
Exception: Ranks 1-3 can receive promotions at any frequency. Promotions still require a report.

2.8 All new employees may only be hired to a starting position within the organization (rank 1 or 2). | Verbal Warning to the Org

2.9 LSPD and FIB must respond to an emergency code 0 (global). EMS, SANG, and GOVT must respond if they are explicitly requested by other organizations on scene in the department chat. | Verbal Warning to the Org

2.10
All state organizations must hold at least 2 IC events per week for their members (i.e. promotion ceremony, ghetto patrol, training, etc.). | Verbal Warning to the Org

2.11
State employees must have a clean criminal record. | Verbal Warning to the Org

2.12
Armored cars can only be used with valid IC reasons. | Verbal Warning to the Org

2.13
Using organization vehicles for personal purposes is prohibited. | Demorgan 60-120 Mins

2.14
Conflicts between organization members are prohibited. | Verbal Warning to the Org

2.15
State employees shall not arrest nor commit any other actions against other state employees or state organizations for OOC reasons. | Warning to the Org or Disbandment
Example: FIB mass arresting LSPD because of an OOC conflict.

Government

3.1 The government houses the courts of the state and their judges. The judges include District Court Judge(s) and the Supreme Court with its Justices.

3.2 District Court Judges are appointed by the Supreme Court. Supreme Court Justice are appointed by a Senate vote.

3.3 The Supreme Court has the power to prescribe any penalty to any person in accordance with the law, including leaders of state organizations.
Note: A decision of the Supreme Court may be argued by filing an IC complaint, which will be reviewed by the Chief Curator, D. Chief Administrator, or Chief Administrator.

3.4 A point system will be implemented for each judge. For every wrong decision, they will receive 1 point. Accumulation of 3 points leads to the removal of the judge from the court.
Note: A player that was removed from a judicial position may not become a judge for 30 days.

3.5 Courts must accept cases no later than 48 hours after they were filed. | 1 point

3.6
Courts must take action no later than 48 hours after the case was accepted. | 1 point

3.7
Judges must record all court hearings and keep the POV for at least 72 hours. The POV must be presented upon a request from a Curator. | 1 point / Removal

3.8 It is forbidden to change name or appearance to avoid court. | Warn

3.9
The Prosecutor’s Office must conduct inspections of other state organizations no less than once every 2 weeks per organization. | Verbal Warning to the Org
Note: If an organization refuses an inspection, a penalty of up to $200,000 may be imposed.
Note: If an organization cannot gather 5 employees for an inspection, a penalty of up to $200,000 may be imposed.
Note: If an organization fails 2 inspections in a row the leader receives a Verbal Warning.


3.10 There should be at least one defence attorney and one prosecutor on duty during peak time. When there are no attorneys on duty, citizens should be able to contact them in the Government Discord. | Verbal Warning to the Org

3.11
Government must host at least 1 event for the public per week (i.e. car show, bicycle race, etc.) | Verbal Warning to the Org
Note: The event must be approved by a Curator.

3.12 The Governor must hold a press conference / give an interview for Weazel News to give insight into the Government’s plans for improving the state, address successes and failures, etc. at least once a week. | Verbal Warning to the Org

Law Enforcement

4.1 LSPD, FIB, SANG, and USSS are considered law enforcement.

4.2 It is forbidden to use cuffs during a shootout. | Demorgan 60-120 Mins

4.3
It is prohibited to stall or delay the arresting process. | Warn

4.4
Only LSPD and FIB are allowed to issue fines and make arrests. When SANG or USSS detain a suspect, they must contact LSPD or FIB to perform an arrest. SANG and USSS are allowed to transport suspects to the jail before handing them over or take a bribe to let the suspect go. Any incriminating evidence must be presented to the arresting officer or an attorney.

4.5 The suspect must have the Miranda Warning read to them before they are processed. | Warn
Note: The rights include: the right to remain silent, the right to a lawyer, and the rights to one phone call. A phone call is made by uncuffing the suspect and then making the phone call (cuffing one arm to an immovable object can be roleplayed in voice chat or with RP Commands).

4.6 If a detainee requests an attorney, the arresting officer must make a call in the department chat as soon as it’s safe. | Warn

4.7
Incriminating evidence must be presented to an attorney in no more than 10 minutes after the official request for evidence was made. The lawyer and the arresting officer review the bodycam footage by screen sharing it in a voice channel in “Zenith RP | State” Discord server. | Warn

4.8
If the suspect is a state employee, their supervisor and a prosecutor must be called to review the evidence and issue a verdict. The prosecutor’s verdict is final and the arresting officer must follow it. A formal complaint may be filed to the Government if the arresting officer believes that the prosecutor’s verdict was incorrect. | Warn
Note: Meetings between state organizations are held in a voice channel in “Zenith RP | State” Discord server.

4.9 All arrests, fines, searches, and confiscations must be recorded with the use of a scripted bodycam, and the recordings kept for at least 48 hours. | Warn
Note: The quality of POV must be at least 720p.

4.10 Item confiscations can only be performed using the server script with the appropriate role play in voice/text chat and using appropriate RP commands. | Warn
Note: It is only allowed to confiscate illegal weapons and other illegal items before the suspect is cleared for processing.

4.11 Law enforcement must have a valid IC reason to cuff, arrest, search, and confiscate items. | Warn

4.12
It is forbidden to continue arresting a player if they died and respawned in the hospital. | Warn

4.13
It is prohibited to patrol the ghetto alone. | Demorgan 60-120 Mins
Note: Must have at least one partner with you.
Exception: Undercover CID and DB employees.


4.14 Law Enforcement must always have a serious IC reason and give a proper warning before shooting or tasing someone. | Warn
Exception: If LEOs or other citizens are being pointed a gun at/shot at.


FIB

5.1 Employees of the ID division may carry out audits of other state organization
Example: Audits of procedural actions by law enforcement, etc.
Note: In case of rule or law violations by junior and regular employees, evidence must be presented to the senior staff of the respective organization to issue penalties. If the violations were committed by senior staff, the evidence is presented to the Curators.


5.2 FIB is allowed to recruit junior and regular employees from other state organizations.

5.3 FIB takes the lead in hostage situations and special operations involving multiple state organizations.

LSPD

6.1 It is forbidden to intentionally ignore emergency calls from citizens. | Verbal Warning to the Org

6.2
Issuing parking tickets and towing illegally parked vehicles must be accompanied by proper role play. | Demorgan 30-60 Mins
Example: Role playing taking out a notepad, filling a ticket for a TC violation, ripping out the page and attaching it to the windscreen of the vehicle.

SANG

7.1 SANG controls Fort Zancudo and the adjacent territories.

7.2 SANG are allowed to shoot any trespassers on sight.
Exception: The Governor, the Lieutenant Governor, The Attorney General.

7.3 SANG must supply other state organizations with materials and ammunition, on the terms approved by a Curator.

7.4 SANG are responsible for protection of Fort Zancudo, taking any effective measures to prevent and combat trespassing (i.e. having soldiers stationed at the gates and around the base, etc.). Fort Zancudo must be reasonably protected from 13:00 until 21:00. | Verbal Warning to the Org

EMS

8.1 EMS must have employees present at the hospital, healing players and selling medication. | Verbal Warning to the Org

8.2
EMS cannot intentionally ignore emergency calls. | Verbal Warning to the Org

Weazel News
9.1 State Rules don’t apply to Weazel News, unless explicitly stated otherwise.

9.2 WN must have employees editing ads at all times. | Verbal Warning to the Org

9.3
WN must comply with Government regulations, and may face IC penalties according to the law.
Note: Government may not infringe the freedom of media, any regulations must be approved by WN Curators.

9.4 Leader, deputies, and employees are treated like regular citizens. Convictions and other IC penalties don’t affect their positions.
Note: If WN is found guilty of slander, libel, or broadcasting fake news the leader receives a | Verbal Warning.
